Sir,

I have the honour to refer to my despatch No.679

1.dated the 1st of November, 1937, on the subject of the

appointment of a successor to Mr. J. W. Franks, C.B.E.,

as Superintendent of Prisons.

I, as I understand, there is difficulty in

filling the post to the best advantage at the salary

suggested in that despatch, I am prepared to recommend

that £1200 per annum should be offered. I should, however,

prefer, with a view to the future, that the basic salary

should remain at £1100 with a personal pensionable allowance

of £100, provided that those emoluments will attract the

most suitable candidate.
